George Obee was born in Hounslow, Middlesex, on 7 May 1861. He joined the Royal Navy as a Boy 2nd Class aboard H.M.S. FISGARD on 14 July 1876, and was then drafted to IMPREGNABLE (1876-78) where he was advanced to Boy 1st Class during August 1877. He continued to serve aboard H.M. Ships RESEARCH (1878-79) receiving advancement to Ord in May 1879, NORTHAMPTON (1879-82) where he was made an A.B. in April 1880, DUNCAN (1882-86) and TURQUOISE (1887-89). Whilst serving aboard HUMBER (1889-92) he was landed as part of the Naval Brigade sent against Chief Fumo Bakari in October 1890 and thus earned his African award. He was advanced to Leading Seaman on 21 March 1890, and then direct to Petty Officer 1st Class on 20 March 1891. He next served aboard WILDFIRE (1892-94) prior to being discharged to shore as a pensioner from KATOOMBA (1898-99) on 31 May 1899. He had been in cells on one occasion and had lost a Good Conduct Badge in 1882, hence no L.S. & G.C. award.
