Arthur Bryan was born in East Stonehouse, Devon, on 30 June 1872. He joined the service as a Boy 2nd Class aboard H.M.S. IMPREGNABLE on 3 August 1887, and advanced to Boy 1st Class during July 1888. He subsequently served aboard CONQUEST (16 February 1889 to 11 May 1892), where he received advancement to Ord in February 1889, and to Able Seaman during October 1891. Whilst in CONQUEST he was landed as part of the Naval Brigade under Admiral Sir E. Fremantle sent to punish Chief Fumo Bakari for the brutal murder of three German civilians. He later served aboard H.M. Ships BANTERER (1892-94), RAINBOW (1895-98) where he was made Leading Seaman in December 1895, and HOOD (1901-02) where he was advanced to Petty Officer 2nd Class during March 1902. He joined the Coast Guard as a Boatman on 21 February 1903, and was advanced to Leading Boatman on 1 December 1910. Pensioned to shore on 31 December 1913, he joined the R.F.R. in April 1914, and during World War I he served aboard H.M.S. CANOPUS (August 1914 to May 1916) and was present during the landings and withdrawal from the Gallipoli Peninsula in 1915-16. He was demobilised on 22 April 1920, having been awarded his L.S. & G.C. medal as a Petty Officer 2nd Class aboard VIVID III on 26 April 1917.
