Richard Williams was born in Stoke Damerel, Devon, on 22 March 1861. He entered the Royal Navy as Armourer’s Crew aboard H.M.S. CAMBRIDGE on 5 February 1881. He next served aboard NORTHUMBERLAND (1881-84) earning his dated Egypt medal without clasp, and RALEIGH (1885-87). He joined RACER as an Armourer’s Mate on 3 March 1887 until 10 May 1889, earning the clasp “Gemaizah 1888’. He next served aboard JACKAL (1891-95), and was advanced to Armourer whilst on the books of VIVID II on 5 January 1897. He continued to serve aboard AMPHION (1897-1900), IMPREGNABLE (1901-03), and ROYAL OAK (1903-05), and was pensioned to shore at his own request on 31 March 1906 after twenty five years servitude. He re-entered the service for seven months from April 1906, to serve in the rate of Domestic 2nd Class (Pensioner), to carry out duties as an Instructor to Boy Domestics under Training, retaining his original (Armourer) pension irrespective of his more humble rate at this time. Although he had an unblemished career, his papers do not show him in receipt of the L.S. & G.C. medal.
