William Arthur was born in Portsmouth, Hants, on 1 October 1862. He entered the service as a Domestic 3rd Class aboard H.M.S. SERAPIS (7 December 1882 to 2 May 1884), with the duty of Warrant Officer's Servant. Whilst aboard his next vessel, ASIA, in May 1884, he changed his branch and became a Painter 2nd Class, and subsequently served aboard SATELLITE (1886-90), ACTIVE (1892-94) having been advanced to Painter 1st Class whilst on the books of VICTORY during February 1892, then BOSCAWEN (1894-99) where he received his L.S. & G.C. medal on 5 April 1895. In his next vessel, TERRIBLE (24 March 1898 to 24 October 1902), he earned two no clasp campaign medals for China and the Boer War. He was pensioned to shore on 31 December 1902.
