Joseph Hamer was born in Manchester, Lancashire, on 6 February 1852, and joined the service as a Boy 2nd Class aboard H.M.S. MEANEE on 4 December 1866 serving until October 1868. He subsequently served aboard PEARL (1868-70) where he was advanced to Ord in February 1870 and to A.B. in October 1870, and then to RESERVE (1870-72). In his next vessel AUDACIOUS he served as Armourer's Crew from June 1872 until January 1874, and was recommissioned aboard her (1874-79) and in July 1879 he was advanced to Armourer aboard EXCELLENT. He earned his Egyptian awards aboard HECLA (26 May 1882 to 28 May 1884), and later served aboard VERNON as a Torpedo Artificer (1885-86). By an Admiralty Order dated 31 October 1886, he was ‘to have a free discharge for the purpose of entering service of the Chinese Government, with leave to rejoin the Royal Navy’, and accordingly left the Royal Navy on 15 December 1886 for service with the Chinese Government.
