Elijah Francis was born in Castle Carey, Somerset, on 27 November 1860, and attested at Walmer as a Private R.M. joining Number 48 Company on 27 November 1879. He served aboard H.M.S. FALCON (8 December 1880 to 7 February 1884) earning his first Egypt award, followed by being on the books of EURYALUS for the R.M. Battalion (8 February 1884 to 27 April 1884) for his additional campaign clasps. He was returned to FALCON to serve until February 1885 and invalided from the service on 9 August 1887. He did not serve long enough to qualify for his L.S. & G.C. medal.
