William Taylor was born in Gosport, Hampshire, on 14 May 1847. He joined the service as a Shipwright aboard H.M.S. ASIA on 25 August 1869, and subsequently served aboard VOLAGE (1870-72), BOSCAWEN (1873-75) and DIAMOND (1875-79) always as a Shipwright. His Rate altered to Skilled Shipwright upon joining ASIA on 2 September 1880, subsequently serving aboard INCONSTANT (October 1880 to November 1882). On joining EURYALUS he was made a Skilled Carpenter's Mate on 16 March 1883. He next served aboard RANGER (1884-85) and then THUNDERER (1885-89) where, in June 1888, he was rated Acting Chief Skilled Carpenter's Mate, in which rate he was pensioned from ASIA on 15 October 1889. His service record does not mention the award of a L.S. & G.C. medal, despite earning his third Good Conduct Badge during 1882.
