William Winsborough was born on 27 December 1856 in Tiverton, Devon. He first entered the service as a Boy 2nd Class on 10 April 1872 aboard H.M.S. IMPLACABLE, weighing only 95 pounds and slight of stature at four feet ten inches in height. He joined H.M.S. HART from H.M.S. CRUISER as a Boy 1st Class on 21 February 1874 where he received advancement to Ordinary Seaman in December 1874, and to Able Seaman in March 1877 prior to being paid off two months later for a passage to England from H.M.S. TAMAR. After attaining Petty Officer status in November 1882 he elected to join the Coast Guard Service as a Boatman in September 1883, rising to Commissioned Boatman seven years later, and was pensioned on 28 February 1897.
