Major Charles Ernest Goddard was born on 31 October 1859, and educated at King's College, London, and King's College Hospital. He served during the Great War as Commanding Officer 2nd London Sanitary Company, R.A.M.C. (T.F.), attached to the 1st Cavalry Division, Ypres 1914-15 (mentioned in despatches). He was President and Senior Chairman, Chelsea, Holborn and City of London Medical Boards 1916-18; Deputy Commissioner of Medical Services, Ministry of National Service 1917-18; and served the Pension Ministry 1918-19. In recognition of his war work he was awarded the O.B.E. in 1918. He was a Life Member of the St. John Ambulance Association; Hon. Surgeon, St. John Ambulance Brigade; Divisional Surgeon, Metropolitan Police. The Police Ambulance Service issues of the Jubilee and Coronation medals are amongst the rarest of the series.
