William James Rowe was born at St Austell, Cornwall, and joined the Navy in December 1891. He became Petty Officer 2nd Class in 1904 and was appointed Boatman in the Coast Guard at Newlyn in August 1905. He transferred to Holyhead in January 1909, to Lizard in March 1914, and to Fowey in August 1919, where he remained until March 1923.
