William Baillie was born in the Parish of St Cuthbert’s, Edinburgh, on 25 July 1782, eldest son of William Baillie, Lord Polkemmet and Margaret his wife, daughter of Sir James Colquhoun of Loss, 4th Bart. A Cadet of 1798, he arrived in India on 19 August 1799, and was posted as Cornet to the 4th Bengal Light Cavalry. He served in Jumna Doab in 1803, including actions at Sasni, Bijaigarh and Kachaura; and in the Second Mahratta War, in the actions of Allighur and Laswarree. Promoted to Lieutenant on 11 March 1805, he went on furlough on 14 February 1813, and was struck off in 1818 after five years’ absence from India. He was created 1st baronet of Polkemmet on 14 November 1823. Sir William Baillie died at Perth on 28 January 1854.
