Douglas Ronald Melmouth Orchard was born on 7 September 1902. Commissioned a 2nd Lieutenant in the Royal Engineer, 26 August 1924, he was promoted to Lieutenant in August 1926; Captain in August 1935; Acting Major, January-August 1941; Major in August 1941; Acting Lieutenant-Colonel, July-October 1942; Temporary Lieutenant-Colonel, October 1942-April 1949; Lieutenant-Colonel, April 1949; Temporary Colonel, August 1951-April 1952, and Colonel in April 1952. He served as Chief Instructor, September 1943-December 1944; S.O.R.E.1, February-September 1945; Chief Engineer, H.Q. Aldershot District, August 1951-January 1954 and Chief Engineer, H.Q. Land Forces Hong Kong from March 1954.
