William Rugges was born in Chelmsford, Essex. A Carman by occupation, he attested for the Commissariat & Transport Corps at Aldershot on 14 September 1882. Getting off to an inauspicious start, he was tried and imprisoned during July/August 1883 for absence and disobeying orders. He served in Egypt, August 1884-January 1888. He was transferred to the Army Reserve in February 1889 and was discharged on 13 September 1894 having been found guilty and imprisoned by the civil powers for felonious assault.
