Eustace Graham Sheppard was born on 22 December 1875, son of Major T. B. W. Sheppard, V.D., of Frome, Somerset, and was educated at Bloxham and at Faraday House. He joined the London Electrical Engineers, R.E. (Vols), in 1898, was promoted Corporal in 1899, Sergeant and Company Sergeant Major in 1900, and granted a commission as 2nd Lieutenant, 1st London Divisional R.E. (Vols), on 5 December 1903. He became Lieutenant in December 1904, and transferred to the London Signal Company (A.T.) on the formation of the Territorial Force, in the rank of Captain, in April 1908. During the War he served in France with 4th Corps Signal Co., 21 December 1914 to 21 January 1915; 3rd Army Signal Corps, 19 July 1915 to 15 June 1917; and ‘L’ Signal Battalion from 18 November 1918. He was appointed a Member of the Royal Victorian Order by King George V on the occasion of His Majesty’s visit to the Somme Front, 8th-15th August 1916. During 1917 and 1918, he was Chief Instructor at Bigglesward Signal Depot.
