An attractive Illuminated Presentation Scroll from the City of Birmingham to Sergeant Norman Augustus Finch, Royal Marine Artillery on his receiving the Victoria Cross, the text beautifully hand inscribed ‘City of Birmingham. At a quarterly meeting of the council of the city held in the council chamber at the council house on Tuesday 30th July 1918. The Right Honourable the Lord Mayor (Alderman Sir David Brooks G.B.E.) in the chair. It was moved by the Lord Mayor, seconded by Mr Alderman Chamberlain and carried unanimously that this council having heard with a deep sense of satisfaction that the Victoria Cross, the highest military distinction has been conferred upon Sergeant Norman Augustus Finch of the Royal Marine Artillery a native of Birmingham. For conspicuous bravery and skill in working machine guns in the foretop of H.M.S. Vindictive during the attack on the Mole at Zeebrugge on April 22nd 1918. Desires to express its profound admiration of the gallantry which earned for him and the City of his birth so great an honour; and that a copy of this resolution be engrossed and framed and presented to Sergeant Finch. Signed by the Lord Mayor and the Town Clerk. Contained in its contemporary attractive moulded gilt display frame, 22 x 17 inches, the top fitted with R.M.A. badge, the base of the frame with gilt medallion bearing the arms of Birmingham, some foxing and slight damage to one corner of the frame, otherwise good and attractive £500-550
