Walter Hutchings joined the Devon Constabulary in January 1920, after two years 3 months service in the Bristol division of the Royal Naval Volunteer Reserve. He represented his force at Boxing and Tug of War, and was the founder of the Teignmouth Boxing Club. In 1953 he wrote the history of the Devon Constabulary and retired in 1957.
