Stephen Hugh James Woulfe-Flanagan was born on 9 February 1900. He was first commissioned on 17 December 1919 and entered India on 15 April 1920, being appointed to the Indian Army on 2 May. He was promoted to Captain on 17 December 1926. By 1928 he was serving with the I.A.S.C.
