Harry Utterton Collins was born on 22 July 1865. Joining the Police in Burma, he was appointed Inspector of Police 2nd Grade on 8 May 1891. He was then appointed Superintendent of Police in Kmyutlingyan, Yamethin, Pyawbe, Wundwiln, Rangoon, and finally in Paungde. On 2 February 1894 he was promoted to Assistant District Superintendent of Police 2nd Class and was posted first to Rangoon and thence to Kindat.
