Arthur Joseph Manning was born at Ballyhack, County Wexford, Ireland on 27 August 1863. He joined the Royal Navy on 27 August 1881, at the age of eighteen, serving continuously aboard various ships until 21 March 1901, when he was pensioned out of the service.
