C.I.E. London Gazette 3 June 1919:

‘For services in connection with Military Operations in Mesopotamia.’

James William Milne was born in March 1870, and commissioned Second Lieutenant in the Scottish Rifles in March 1891. He transferred as Lieutenant to the Indian Staff Corps in July the following year, and served as Adjutant with the 22nd Madras Infantry, 1894-1899. Milne advanced to Captain in July 1901, and was posted to the 82nd Punjabis in 1906.

Milne advanced to Major in March 1909, and served during the Great War with the Regiment in the Mesopotamian theatre of war (C.I.E., and twice M.I.D.
London Gazette 12 March 1918 and 5 June 1919). He advanced to Lieutenant-Colonel in March 1917, and was appointed Commanding Officer in September 1918. Milne retired the following year.
