Thomas Norman Chell was born in Sefton Park, Liverpool, on 8 January 1895 and joined the Royal Naval Volunteer Reserve on 14 August 1916. He served during the Great War in various shore establishments, and was promoted Able Seaman on 4 March 1918. He was demobilized on 28 February 1919.
