Francis Willey was born in Woolwich, Kent, in 1818. He attested for the Royal Artillery at Woolwich in October 1836. Willey served with the 7th Company, 11th Battalion, Royal Artillery during the Crimea Campaign, in particular when the Battalion manned part of the Siege Train at Inkermann - gaining themselves an Honour Title in the process.
