Charles Henry Atkins was born in Richmond-upon-Thames, Surrey, on 10 September 1873, and joined the Royal Marine Light Infantry on 10 September 1891. Posted to H.M.S. Fearless on 15 November 1897, he served in her during the Boer War as part of the Delagoa Bay Squadron.
