Cyril Rupert English was born on 19 April 1913, and educated at Northgate School, Ipswich; B.Sc Eng., London 1934. Following a career in Technical teaching prior to the outbreak of war, he volunteered for service in the Royal Naval Volunteer Reserve and was appointed a Temporary Sub Lieutenant (E), R.N.V.R. (Probationary) on 23 October 1939, and joined H.M.S. Valiant on 23 November 1939, remaining in that ship until March 1942; promoted Temporary Lieutenant (E) R.N., 7 May 1940; Temporary Acting Lieutenant-Commander (E) R.N., 30 September 1944. Shown in H.M.S. Cochrane (Depot Ship at Rosyth) from April 1943 to October 1944. Served in Engineer-in-Chief’s Department from December 1944.
Served as H.M. Inspector of Schools, 1946-55; Staff Inspector (Engineering), 1955-58; Chief Inspector of Further Education in connection with Industry and Commerce, 1958-65; Senior Chief Inspector, Department of Education and Science, 1965-67; Director General City and Guilds of the London Institute, 1968-76; created Knight Bachelor 1972. Sir Cyril English died in May 1997.
