Frank Darcy Miller was born in Exeter, Devon, on 29 August 1875. A Labourer by occupation, he enlisted into the Royal Navy as a Boy 2nd Class on 6 December 1890. Advanced to Boy 1st Class in February 1892, he was promoted to Ordinary Seaman in August 1893 and Able Seaman in February 1895, both whilst on the Tourmaline. Serving on the Endymion, June 1899-September 1902, he saw active service in the China Campaign of 1900. He was promoted, firstly to Leading Seaman in April 1900 and then to Petty Officer 2nd Class in June 1902. He was discharged to shore on 28 August 1905 and joined the R.F.R. in June 1906. Recalled for service in the Great War, he served throughout, mostly on the drifter Agatha. Petty Officer Miller was demobilised on 14 May 1919. With copied service papers and copied extract from published roll showing that Miller was issued a duplicate China Medal.
