Miller was appointed a proof reader at the Chinese Maritime Customs, Shanghai in April 1900, in which year he was awarded his China 1900 Medal for services as a Private in the Shanghai Volunteer Corps. By the mid-1920s he was similarly employed as a Chief Proof Reader and, in February 1921, was awarded the sixth class of the Order of Chia Ho (Chinese Maritime Customs, 1923 Service List refers).
