Cecil Mitchell-Innes was born in Edinburgh on 6 July 1866, and was educated at Fettes College, Edinburgh, and the Royal Military College, Sandhurst. Commissioned Lieutenant in the Leinster Regiment on 29 August 1885, he was seconded as Adjutant to the 2nd Punjab (Simla) Volunteer Rile Corps on 1 October 1893, and was promoted Captain on 26 October 1893. He transferred to the 2nd Battalion Queen’s Own Cameron Highlanders on 2 November 1898, and was subsequently appointed District Inspector of Musketry at York, and later Inspector of Musketry for the North-East District. He relinquished his commission on being appointed Chief Constable of Lincolnshire in 1903, and was awarded the King’s Police Medal in 1917 and created a Commander of the Order of the British Empire in 1920. He retired in 1931, and died on 14 February 1949.
