Charles Allen Baylay [sic] was commissioned Second Lieutenant, Bengal Artillery, in 1857. He advanced to Lieutenant the following year, and served as Captain, Staff Corps, in Civil Employ as Assistant to the Agent, Governor General, Rajputana and Magistrate at Aboo, and Assistant General Superintendent, Thugee and Dacoity in 1865. The following year he was employed as Assistant Commissioner for Berar, and then in the same capacity for Ludhiana.

Baylay served as Political Assistant in Rajputana, 1868-70, and as Assistant General Superintendent for Thugee and Dacoity, 1870-76. In the latter year he was employed as Political Agent for Haraoti and Tonk, a position he held until he was appointed Political Agent for Kotah in 1879. He acted as Resident for the Western States of Rajputana from 1884, advanced to Colonel in 1887, and retired in May three years later.

Colonel Baylay died at Rossbeigh, Bedford, in September 1907.
