William Steer was born in Exeter, Devonshire. A Labourer by occupation and a member of the Devon Artillery Militia, he attested for the Royal Artillery at Exeter on 10 June 1895, aged 18 years. He served in India, October 1897-September 1899 and then in South Africa, September 1899-June 1903. Served with the 42nd Battery from September 1899; with the 4th Divisional Ammunition Column from December 1900; 73rd Battery from March 1902. Transferred to the Army Reserve in June 1903 and discharged in June 1907. With copied service papers and roll extracts - clasps confirmed.
