Henry Graham Haultain was born in New Zealand on 4 October 1862, the fourth son of Colonel Theodore Minett Haultain and Jane Alison Haultain.

Superintendent Henry Graham Haultain was awarded the R.V.M. on 19 March 1906 on the occasion of H.R.H. The Prince of Wales’s visit to India. At the time he was Superintendent of the Reserve Force, Calcutta Police.

In 1908 he was involved in the arrest of the terrorists involved in the Muzaffarpur outrage - a bomb was thrown intending to kill Mr Kingsford, a district judge but being thrown into the wrong carriage, killed instead the wife and daughter of Mr Pringle Kennedy, a barrister.

Haultain’s good work became undone in 1910 when he was caught up in a scandal regarding bribes being taken for the putting out of fires in Calcutta and was dismissed from the force. He died on 13 November 1937.
