Frederick Charles Atkinson Fleming was born on 7 May 1890. Educated at Trinity College, Dublin, he gained the M.B., B.Ch., B.A.O. and L.M. Entering the R.A.M.C. as a Lieutenant in August 1914, he was promoted to Captain in August 1915. He served with the B.E.F. in France, 1914-15, 1916-17 and 1918 and was mentioned in despatches and awarded the M.C. After the war he served in Mesopotamia, 1919-21, India, 1921-23 and then with the B.A.O.R., 1925-28 where he was Surgery Specialist at the Military Hospital at Wiesbaden and Cologne. After serving at the Military Hospital at York in 1929, he was posted to the Citadel Military Hospital in Cairo in 1929 but was invalided in 1931. Further service then followed in India, 1932-34, at the Landi-Kotal and Nowshera British Services Hospital.
