Arthur Lisle Ambrose Webb was born in Brixton on 19 July 1871. He qualified as a D.P.H. Cambridge, D.T.M., M.R.C.S. and L.R.C.P. and entered the R.A.M.C. as a Lieutenant in July 1899.

He served extensively during the Boer War, being present at the relief of Kimberley, operations in the Cape Colony, December 1899-January 1900, including the action at Coleberg, operations in the Orange Free State, February-May 1900, including actions at Paardeberg, Poplar Grove, Karee Siding and Zand River. Operations in the Transvaal, May-June 1900, including actions near Pretoria and at Diamond Hill. Operations in the Transvaal west of Pretoria, July-August 1900, including the action at Elands River. Operations in the Orange River Colony, July 1900, including the action at Wittebergen. He received promotion to Captain in July 1902, Major in January 1911 and Lieutenant-Colonel in March 1915. Serving in the Great War, he was twice mentioned in despatches (London Gazette 19 October 1914, 22 June 1915), awarded the C.M.G. in 1915 and C.B. in 1919, and granted the Brevet of Colonel in June 1918. Colonel Webb was placed on Retired Pay on 31 January 1922 and ceased to be on the Reserve of Officers in July 1926. He held the post of Director-General of Medical Services at the Ministry of Pensions, 1919-33 and was knighted, receiving the K.B.E. in 1920. He was Secretary and Treasurer of Queen Mary’s (Roehampton) Hospital, 1933-42 and an Honorary Fellow of University College Hospital.

He died at his home at High Combe, Balcombe, Sussex on 7 October 1945.
