Edward Palmer was born on 8 January 1849. Educated at Queen’s College Galway and Guy’s, he qualified as a L.R.C.S.I. in 1869 and L.K.Q.C.P. in 1870. Entering the Indian Medical Service as an Assistant Surgeon in 1872, he was promoted to Surgeon in 1873, Surgeon-Major in 1884, Surgeon Lieutenant-Colonel in 1892 and Brigade Surgeon in 1898. Serving in the Afghanistan War of 1878-80, he was present in the march under General Roberts from Kabul to Kandahar and was at the battle of Kandahar. For his services he was mentioned in despatches. Serving on the N.W. Frontier during 1891 he was again mentioned in despatches. Service at the relief of Chitral and in the Sudan campaign followed. Palmer retired with an extra pension in 1901 and died on 23 July 1906.
