James Robert Foy was born on 21 April 1867. He entered the Indian Subordinate Medical Department as an Assistant Surgeon 4th Class on 16 February 1897. As such he served on the N.W. Frontier, serving in operations on the Samana and in the Kurram Valley, August/September 1897 and in the Tirah expedition, being present at the action of the Chagru Kotal and of the Sampagha and Arhanga Passes. Also at the reconnaissance of the Saram Sar and action of 11 November 1897; the operations at and around Dwatoi and action of 24 November 1897; operations against the Khani Khel Chamkannis and operations in the Bezar Valley, 25-30 December 1897. Promoted to Assistant Surgeon 3rd Class in February 1902, 2nd Class in February 1909 and 1st Class in November 1914.
