Clement Mallins was born on 15 May 1855, and studied at Trinity College Dublin, qualifying as B.A., M.A., and M.Ch. in 1877, and M.D. in 1888. He was appointed Assistant Surgeon on the Madras Medical Establishment on 30 September 1878, becoming Surgeon Major in September 1890. In 1897 he was serving as medical officer with the 1st Lancers Hyderabad Contingent. He retired on 1 May 1899.
