Thomas Donovan was born in Skibberen, Co. Cork on 1 March 1869. He entered the Royal Navy as a Stoker 2nd Classon 25 May 1888, becoming Ship’s Corporal on the shore base Pembroke at Chatham in 1898. He served aboard the Dido during the China campaign and in 1904 was promoted Master-at-Arms when serving on the Emerald. He was pensioned ashore on 29 May 1910. With the outbreak of war he was recalled to service as Master-at-Arms. Donovan served aboard the battleship Majestic during August 1914-May 1915; his remaining service until his demobilization on 27 March 1920 was on the shore base Vivid at Plymouth.
