The fortress city of Viborg was located near the border with Finland, at the head of the Gulf of Viborg, off the Gulf of Finland. The city was besieged and captured from the Swedes by Peter the Great in 1710 during the Great Northern War; the badge marked the 200th anniversary of its capture.
