George Henry Woodford was born in Gosport, Hampshire in February 1891. He joined the Royal Navy as a Stoker 2nd Class in January 1911, and advanced to Stoker Petty Officer July 1918. Service included with H.M. Ships Odin, February 1912 - March 1914, and Emperor of India (battleship), October 1914 - October 1918.
