John George Gilley was born in Marylebone, London, on 24 April 1887, and joined the Navy as a Boy 2nd Class on 1 September 1902, aged 15 years 6 months. He was awarded the Naval Good Shooting medal whilst serving in H.M.S. Bulldog in 1912, apparently the only such award to this ship. For most of the Great War he served in the destroyers Legion and Starfish in the 10th destroyer flotilla, based at Harwich. During 1923 and 1924 he was in destroyers Sabre and Thanet, also based at Harwich. He was awarded his L.S. & G.C. medal on 18 May 1926, and was Shore pensioned on 13 May 1927.
