Arthur Jackson was born at Kensington, London, on 16 April 1879 and commenced his naval service as a Boy Second Class in H.M.S. Impregnable on 24 January 1895. Advanced to Ships Corporal First Class in H.M.S. Baccante in September 1908, and was awarded his Long Service and Good Conduct Medal in January 1913. He transferred as Master at Arms to H.M.S. Daedalus (Manston) for service with the Royal Naval Air Service in January 1918, and formally transferred to the Royal Air Force on its formation on 1 April 1918, proceeding to the R.A.F. Observer School at Eastchurch.
