Reginald Herbert Cutting was born in Notting Hill, London, on 15 April 1892 and joined the Royal Navy as a Writer 3rd Class on 9 June 1913. He served during the Great War in a variety of ships and shore based establishments, and was advanced Chief Petty Officer Writer on 4 January 1924. He was awarded his Long Service and Good Conduct Medal on 30 September 1928, and was shore pensioned on 8 June 1935.
