James Brown was born at Walsall, Staffordshire, on 23 December 1878, and joined the Royal Navy as a Stoker 2nd Class on 26 October 1898. He was advanced Stoker 1st Class on 1 December 1899, Leading Stoker on 1 April 1907, Stoker Petty Officer on 19 February 1909, and Chief Stoker on 1 June 1915. He served during the Great War in the tender H.M.S. Fawn from 1 June 1915 until 4 March 1918, and it was during this service that he was awarded the Distinguished Service Medal for his gallantry in the Straits of Dover, as well as being Mentioned in Despatches (London Gazette 25 July 1916). He was awarded his Long Service and Good Conduct Medal on 12 April 1917, and was shore pensioned on 15 November 1920.
