Hugh Phillip Raymond was born on 15 February 1889 and entered the Army as a 2nd Lieutenant in the A.S.C. in 1908. Promoted Lieutenant on 19 September 1911 and Captain on 30 October 1914, he served in France and Belgium, 16 August - 6 December 1914 and 11 April 1916 - 11 November 1918; from 30 November 1914 until 30 September 1920 with the rank of Temporary Major. He held the rank of Acting Major duing several periods in the years 1920-22 before being promoted Major on 1 November 1928. He received the Brevet of Lieutenant-Colonel on 1 January 1931, was promoted Lieutenant-Colonel on 1 December 1934 and Colonel on 3 September 1938. Service in India during the early inter-war years was followed by service in the R.A.S.C. Training Centre. During 1938-40 he was officer in charge of the R.A.S.C. Record and Pay Office. Colonel Raymond was appointed A.D.C. to the King on 6 April 1939.
