James Baxter was born in Hornsey, London in 1888. He joined the City of London Police in 1910. With the outbreak of war, he enlisted into the R.N.A.S. in May 1915, transferring to the R.F.C. / R.A.F. in June 1916. For his service as a Flight Sergeant, 16th Balloon Company, R.F.C. he was awarded the Belgian Order of Leopold II and Croix de Guerre on 8 December 1917. After the war, he rejoined the City of London Police Force; retiring with a pension in 1936. Sold with the original bestowal documents for the Begian awards and a number of other contemporary documents.
