William Arthur Miller was born in Blackburn, Lancashire in November 1874. He joined the Royal Navy as a Boy 2nd Class in December 1889. Miller advanced to Able Seaman in March 1894, and served with H.M.S. Theseus, January 1896 - July 1897. He advanced to Petty Officer 1st Class in April 1899, and served with H.M.S. Wildfire, June 1907 - June 1908.

Miller advanced to Chief Petty Officer in February 1909, and his service during the Great War included in the battleship H.M.S.
Agamemnon, February 1913 - January 1916. He was discharged to ‘Shore Pension’ in April 1922.

Roll gives a duplicate East and West Africa medal as being issued to recipient at H.M.S.
