This medal was an official duplicate obtained on behalf of Mr E. Higgins by the Hon. Secretary of the United Service Veteran’s Association at Plymouth. It was despatched from the Admiralty on 15 May 1919, prior to its presentation to the recipient by the Prince of Wales at a ceremonial parade later that year on Plymouth Hoe.
