Christopher Hill Webber was born in Looe, Cornwall, on 1 April 1850, and joined the Royal Navy on 1 April 1868. He was advanced Petty Officer 2nd Class on 16 March 1876, whilst serving in H.M.S. Arab, and was advanced Petty Officer 1st Class in the same ship on 26 May 1877. He transferred to H.M.S. Cambridge on 29 December 1877.
