John Henry Browning was born in Tottenham, Middlesex, on 14 May 1884, and joined the Metropolitan Police in 24 July 1905, having previously served with the Royal Garrison Artillery in India. He was promoted Sergeant on 13 January 1912, and resigned from the Metropolitan Police on 31 August 1917, having held the rank of Acting Inspector and served as Deputy Chief Warrant Officer at Bow Street Police Court. He joined the Royal Irish Constabulary on 11 June 1920, and served as Chief Clerk to the Divisional Commissioner, Munster No. 1 Division, for 18 months, before transferring to the Royal Ulster Constabulary on 13 May 1922.
