Joseph Roskelly was born at Fowey, Cornwall, on 14 March 1855, and joined the Metropolitan Police at Vine Street on 17 January 1876. He was posted to ‘K’ (Bow) Division, and was promoted Police Sergeant on 17 December 1880. He retired on 20 January 1901, after 25 years and 4 days’ service.
