Arthur Meldrum was born in Carlisle in 1895 and was commissioned temporary Sub-Lieutenant in the Royal Naval Volunteer Reserve on 18 January 1918, and served during the Great War in H.M.S. Actaeon, where he undertook a course of instruction in minesweeping. He was promoted temporary Lieutenant on 7 April 1919, and relinquished his commission on 1 September 1919 upon receiving his Board of Trade Certificate as 1st Mate in the Mercantile Marine.
